A substantial enlargement of the Powder River formed by Mason Dam, this 2,350 acre reservoir is located about 12 miles southwest of Baker City and just south of Highway 7. Phillips has undergone a yellow perch explosion and the average size has suffered, but there are still a few 12-inch lunkers in the lake. Walleyes are present in the lake, but have not done much to increase the average size of the perch. Phillips also offers decent smallmouth bass fishing and also contains largemouth bass, channel catfish and black crappies. Also offers fair fishing for good-sized
rainbows.
