is that a flathead catfish? my experience tells me it's not a bullhead variety of catfish, because of the forked, rather than rounded tale. and that it's not a channel, or blue, by the coloration....but the head looks like a channel cat, not a flathead.

Only in washington lol Actually I have yet to find anyone from any state that is happy with their state hunting/fishing regs. :) i've never had a problem in new york, the rules are much clearer though, and a bit less complex. although if you spend the time learning the regs they're not that hard to...
