Could've been stolen and left there after they took what they wanted? Since it's registered currently, I would think it wasn't abandoned. I know that stolen boats get stripped and left in odd places.

Yeah as stated that bracket shown in your pic is just a piece of angle iron painted black. Backup lights on my trailer is one of the single best upgrades I have done to mine, amazing the difference it makes putting the boat away in the dark!

Also, check your hitch to receiver connection, make sure that it isn't too rusty or if your hitch is new, scrape the powder coating/paint off where it contacts the receiver.
