Dropper for Steelhead

I have read that an effective Steelhead fly fishing technique is to tie a second fly, a dropper, to the bend of the hook of the first fly and trail it about 12-18" behind the first.
Is this legal? That is, using a dropper for fishing steelhead?

Depends on the regs for the body of water you're fishing, but for the most part you can have up to three hooks per line. Talks about it in the regs, and then look at the defs for anti-snagging rule, selective gear rules etc. for the body of water you're fishing. I fish my jigs with a bait dropper sometimes, and have had luck. Same concept.
