I drive right over the Skagit on my way home from work. My gut says it might already be lined elbow to elbow along the 2 popular sand bars.

Yup sure will but well worth it as thlse fishare some of the tastiest salmon i have ever had. As for me i choose other spots that are not sp popular and still do ok. The trick is to try and find a passing lane where they cruise by. I like to look for a steep drop off that is about 4-7ft and fish close to shore. I see a lot of guys casting too far and never get a nibble
