Can you be more specific to where she wants to be. You said NE peninsula, which would make it like the Port Townsend area, but I was thinking maybe you meant the coastal beaches or straits?

Fort Worden State park has a dock and beaches you can fish - both inside and outside the straight. Its been several years, but Ive seen lots of people fishing around there. No idea how well you might do though - Ive never tried it.
Edit: Im not sure you can fish from the dock. It has a science center on it, so you should check first.

There's a bunch of public docks right in Port Townsend but I'm not sure if they close at night. Other areas nearby are salsbury park at hood canal bridge there is also john wayne marina just east of sequim and city pier in Port Angeles.. and also un PA is ediz hook you can fush for salmon there.. hope this helps
