I may be wrong but I read it as a limit of 2 every place except Sinclair inlet, where the limit is 3.

July 1 – July 15 Open, except closures 2, release Chinook and chum.
July 16 – Aug. 31 Open, except closures 2, no more than 1 Chinook, release wild Chinook and chum.
Sept. 1 – Sept. 30 Open, except closures 2, release Chinook and chum.
Oct. 1 – Oct. 31 Open, except closures 2, release Chinook
Nov. 1 – Nov. 30 Open, except closures 2, release wild Chinook

In area 9, July 16-Aug 31 only 1 hatchery Chinook allowed. During November you can keep 2 hatchery Chinook.
