According to the WDFW consumption recommendations for Marine area 10 regarding Rockfish, it says for the Duwamish Waterway, Elliot Bay and Sinclair Inlet that there should be no consumption. For the rest of Area 10, it says no more then one meal per week.

Yeah there is signs all over Spokanes street that says no consumption of fish, crab or seaweed. But there is still a bunch of people down there crabbing and bottom fishing.

I scuba dive a lot around this area and have encountered MANY lings down there. Some of the biggest I have seen are in the Edmonds dive park, which you cant fish. SUcks but oh well. Other places are up towards hat island. I dont know exact location but I can ask my father who dives with me and see what he says if you'd like. Shoot me a PM if your interested

Outside the Edmonds Breakwater on the opener is real good. Look for nice sized lings. Use live bait/jigs with tails in motor oil color. A great place to work...you'll see tons of boats fishing right along side you. It's combat fishing man, something I stray from as much as possible
