That is an interesting report Michael. I'm one of those westsiders that you are referring to. My family and I have fished several of the Odessa area lakes for years. Last year the water level was the highest that we had ever seen. I also saw an article about how Pacific Lake might get stocked this year because the water levels were up. Sounds like these lakes all dried up real fast.
