I don't fish Liberty all that often, but the last time I was there I thought I'd see just how deep it is out there at the public fishing access near the ramp.
Frankly, I can't believe how shallow it is. If you are a tall man, and walk straight up, I'll but you would still be breathing with water under the nose when you had walked out to beyond what you can cast.
The fish are there, but not all of the time, and I would suggest fishing as early as they will let you in, or as late as you can stay.
