Alex, the fish may be there but the water is too clear so the fish can see you and they are spooked. Plus they are kegged up in the deeper holes. The right amount of rain should color up the water a bit which will make the coho bite a little better, plus more fish will be on the move which can sometimes make them bite a bit more.
