Went to Cottage to practice fly fishing (it is a lot harder than it look!!) and ended up catching a few trolling and bottom fishing.
I caught 5, but all of them had scars again, same as i found the previous week and posted here.
However, all 5 fish had those blisters/scars... i talked to another angler who had 3 fish at that time and all of his also had the same issue.
I am no expert, but 8 out of 8 sounds bad.
I took some pictures and realized it looks like parasites, some kind of white thing attached to the fish causing those blisters/scars.
I am not sure if WDFW should be notified or how to do it... but i am probably not going back to Cottage this year, although i like it there.

Those are indeed parasites, specifically they are called copepods. They will increase in number as the heat rises. They pose no risk to humans, so if you're not squeamish about it you can simply scrape them off and cook the fish as normal.
