I still use a good ol Norton 3-stone block. The key, as pointed out, is constant angles. When you're getting started a matchbook is great for this. They're just about 20* which is what I like most of my work knifes ground at.

All depends on what you're fishing for. Sounds like you're trying to find some sea runs, which the coast rivers provide your best bets. Coho and Fall Chinook are in the rivers, though fishing has been slow to say the least. Close in around Corvallis you'll find a ton of great bass waters. Foster Lak...
