The first thing to take into consideration is if the fish can see your fly hit and drag over the water with raindrops hitting the water, and the fish being able to tell the difference between raindrops and the fly. Other than that, I have no idea.

If the river comes up and darkens presenting a fly in dark fast water can be a challenge....

water will be high and low vis. Any fishing will be harder this weekend. But not impossible. I am not sure Id toss a fly. I usually go more weight and drift brighter colors. More scent is good. But I dont use spinners spoons or any faster presentation baits. Slower brighter and smellier the way to do it when murky and higher water. In my oppinion

I've experienced some of the best hatches and craziest rises when it was drizzling. But then again I was tossing a dry fly. I doubt you'll get much action on the surface this time of year. Stick with streamers and nymphs

visibility is the biggest issue with rain and water level rising. Cant say dry flies would be a good choice right now...but with visibility an issue, I would assume streamers and nymphs would be problematic as well but you should be fine unless the waters completely blown out and murky.
