Since you mentioned Blakely Rock I am guessing you will be fishing MA 10. Try over by Magnolia Marina.

I talked to a guy down at the marina early yesterday that had landed some Lings at the Ferry dock in edmonds. He said wait till the ferry pulls out, troll through there till the next ferry shows up. He said that its perfect feeding time for the lings. He didnt mention the bait he used. I have had my ling luck on the westside of MA 9. THats where I will try out my first year spear fishing

There are ling cod off the Des Moines marina jetty but it is a conservation area and is closed to all harvest. It is listed on page 120 of the sport fishing rules

Line (2) Except when fishing from the pier. In otherwords it's no fishing from a boat within 100 yards of the fishing pier in that conservation area.
