How reliable are collapsible fishing rods?

You can certainly find better quality 'Travel' rods. The Okuma VS-705-20,
The St. Croix Triumph, Travel-Spinning rod.
The Diawa Presso-Travel rod.
And the Orvis Frequent Flyer Travel Rod, if you want to get your fly groove on. O:)

I don't doubt you will catch some fish with it. It probably is not at all a sensitive rod, and it prob will not last very long though.
Even at just $45-50. The Okuma above is not a bad start.
